When David Barber-Durham first learned his health was at risk, he didn’t realize how serious it was.

A retired Navy contractor, David learned his cholesterol was dangerously high and needed to make immediate changes to improve his health.

That’s when he connected with ¡Más Fresco!, a nutrition program from UC San Diego that helps people facing barriers to accessing nutritious food. The program is one of many across San Diego County that make up the region’s safety net and have faced cuts due to federal funding changes.

That’s why the County of San Diego and San Diego Foundation launched the Partnership to Protect San Diegans – a collaboration to keep critical community programs funded so people like David can continue getting the support they need.

The Scale of Need

Nearly 400,000 San Diegans could lose food assistance – enough people to fill Petco Park nearly 10 times. That figure includes thousands of children and seniors, with many residents facing new barriers to accessing healthcare.

A recent report from the University of San Diego’s Nonprofit Institute found that local nonprofits are facing rising demand and shrinking budgets, in part from federal funding cuts. For example, more than 80% of San Diego nonprofits reported less funding last year, while 70% saw increased demand.

For the organizations on the front lines, the pressure is quickly growing – and so is the need for a regional, coordinated effort.

Protecting the Safety Net

This public-private partnership between San Diego Foundation and the County includes two key efforts.

Through a matching stabilization fund managed by San Diego Foundation, up to $16 million will help sustain existing County-contracted nonprofit programs facing impacts from federal funding changes and budget cuts.

In addition, the County is investing up to $4 million in the San Diego Unity Fund, established by San Diego Foundation in 2025 in direct response to federal funding changes. With a matching contribution from SDF, this investment will provide up to an additional $8 million to support food security, housing stability and healthcare access.

“These funds directly translate into services people need right now – keeping families sheltered and in their homes, delivering healthy meals to seniors and others in need, and making sure help is there when a San Diegan needs healthcare,” said President and CEO Mark Stuart.

Feeling the Impact

Since launching in 2025, the San Diego Unity Fund has raised more than $32 million and supported over 100 nonprofits working on the front lines of community care.

While philanthropy alone cannot replace large-scale federal funding, it plays a vital role in helping nonprofits remain stable and continue serving families during times of crisis and transition.

For people like David, these programs and the partnerships behind them provide access to healthy food and other essential services. They serve as a path toward greater stability and well-being.

“These programs are really a lifesaver,” said David, who has lost 65 pounds and seen his bloodwork stabilize since joining ¡Más Fresco! and changing his diet. “I got my life back.”
