Interim President, Grossmont College
Dr. Pamela (Pam) Luster brings more than three decades of experience in community college leadership to her role as Interim President of Grossmont College. She previously served as President of San Diego Mesa College for 11 years, retiring as President Emerita in 2022. Most recently, she led the College of Alameda as Acting President (March–July 2024), helping guide institutional priorities and student-centered efforts.
Pam’s career spans faculty and administrative roles across instruction, student services and workforce development at Las Positas College and West Valley College. She is also President and CEO of Luster Higher Ed Group, where she partners with colleges and leaders to advance equity, inclusion and institutional transformation. Recent consulting engagements include strategic and facilities planning with Barstow and Santa Barbara City Colleges and governance and leadership coaching with Gavilan and Santa Rosa Junior Colleges.
Pam is the Vice Chair & Immediate Past Chair of the Board of Governors for San Diego Foundation and the Board Chair of the California Community College Baccalaureate Association. She also serves on the San Diego Mesa College Foundation Board and has held statewide leadership roles, including as President of the CCC Chief Executive Officers Board and the CCC Athletic Association. A committed advocate for basic needs and student equity, she co-founded the CEOCCC Task Force on Affordability, Food and Housing.
She holds a doctorate in Educational Leadership and Change from Fielding Graduate University and bachelor’s and master’s degrees in Speech Pathology and Audiology from San Jose State University. Pam also teaches in the Community College Leadership doctoral program at San Diego State University.
She is a co-founder of the Equity Avengers, a national leadership collaborative promoting racial equity and critical humility across higher education and co-hosts the weekly #EquityChat on X.
